  • GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position is responsible for proactively executing initiatives and activities to facilitate business attraction expansion and retention when appropriate. Oversee project management and implementation activities in support of Department of Development. Reports to Assistant Director of Development.

    ESSENTIAL JOB FUNCTIONS Responsible for engaging with company leadership as it evaluates location, growth, and expansion opportunities. Conduct outreach visits, provide strategic assistance, and maintain ongoing relationships with prospective new businesses as well as expanding existing businesses. Facilitates deals resulting in new tax revenue, job creation, and community support. Develops valuable contacts and relationships with the Virginia Economic Development Partnership (VEDP), Hampton Road Alliance, Port of Virginia, and other strategic partners to include commercial and industrial developers, brokers, and contractors. Responds to requests for information from businesses, consultants/site selectors, VEDP, and HR Alliance and strategize work jointly with these partners. Meets and hosts business prospects for tours of the City while explaining the features and benefits of locations in Newport New. Market and sell the City as a favorable location for business through outreach and travel to target market areas including marketing missions, conferences, trades shows. Coordinate and prepare reports for Executive Management of the City, EDA/IDA, and others as required Create presentations as required. Responsible for the effective supervision of assigned staff to include selection, training, performance management, employee relations, prioritizing and assigning work and related activities. Coordinate effectively with Development and City Staff to advance projects. Performs other duties as assigned.

    REQUIRED KNOWLEDGE

    • Economic Development – Thorough knowledge of economic development principle strategies, and practices, to include a thorough understanding of Business Finance, Accounting, Economics, Marketing and Business Development. Thorough knowledge of City processes related to development activities including planning, zoning, ordinance administration and site plan review. Knowledge of state, regional, and local programs used to support economic development.
    • Customer Service — Considerable knowledge of principles and practices for providing excellent customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.
    • Supervision - Knowledge of leadership techniques, principles and procedures to manage staff, assign work, schedule, supervise, train, and evaluate the work of assigned staff.

    REQUIRED SKILLS

    • Interpersonal Relationships – Ability to develop, build, and maintain cooperative professional relationships with a wide array of individuals from within Development, other City departments, EDA Board of Directors, and other organizations and agencies including executives, colleagues, elected and/or appointed officials, and the public. Ability to facilitate group discussions and obtain consensus.
    • Computer Skills – Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of tasks with reasonable speed and accuracy.

    REQUIRED ABILITIES

    • Communication – Excellent ability to effectively communicate ideas and proposals verbally and in writing, make presentations and prepare reports. Ability to effectively listen and understand information and ideas being presented verbally and in writing, identify, and implement follow-up actions. Ability to prepare summary talking points and data relevant to marking outreach efforts.
    • Judgment/Decision Making —Exercises appropriate judgment in gathering facts, assembling relevant information, establishing priorities and resolving complex matters. Consider the relative costs and benefits of potential actions.
    • Coordination of Work - Ability to establish and implement effective marketing strategies and administrative programs and procedures. Ability to plan and organize daily work routine and establish priorities for the completion of work in accordance with sound time-management methodology.
    • Critical Thinking- Ability to use logic and reason to understand, analyze, and evaluate complex situations and relationships and then research information to identify the strengths and weaknesses of alternative solutions, conclusions, and approaches to the situation.
    • Time Management- Ability to plan, organize, and manage daily, weekly, and monthly work activities. Ability to complete work under strict deadlines. Ability to coordinate multiple projects, relationships, and activities.

    EDUCATION AND EXPERIENCE Bachelor’s Degree in Business Administration, Community/Urban Development, Economics, Marketing, Public Administration, or related field with 5-7 years of Business Development experience in Economic Development or related field or an equivalent combination of education and experience.

    ADDITIONAL REQUIREMENTS An acceptable general background check to include a local and state criminal history check and a valid driver’s license with an acceptable driving record.

    PHYSICAL REQUIREMENTS

    • Requires the ability to exert light physical effort in sedentary to light work.
    • Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
    • Tasks may involve extended periods of time at keyboard or workstation. SENSORY REQUIREMENTS
    • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
    • Some tasks require the ability to communicate orally. ENVIRONMENTAL EXPOSURES Essential functions are regularly performed without exposure to adverse environmental conditions.
