DESCRIPTION OF DUTIES: Reporting to the VP of Operations, the Property Supervisor will be managing a portfolio of a ffordable housing properties and is responsible for ensuring high-quality operations, compliance, financial performance, and resident services. Duties include:

• Implement CMC’s Standard Operating Procedures and annual Management Plans
• Monitor and approve property expenditures in accordance with the Chart of Accounts and approved budgets
• Perform financial analysis and effectively communicate results to ownership
• Prepare and submit required financial, compliance, and monitoring reports
• Draft annual Operating Budgets
• Ensure compliance with Resident Selection Criteria , Fair Housing laws , and all applicable program regulations
• Represent owners and CMC in court proceedings as needed
• Implement comprehensive resident relations programs
• Develop, implement, and oversee preventative and ongoing maintenance plans
• Prepare competitive bid packages, including detailed specifications; review, negotiate, and approve bids per CMC procurement procedures
• Implement energy conservation measures and sustainability initiatives

MINIMUM QUALIFICATIONS:

• Three to five years of progressively responsible property management experience within the affordable housing industry
• Three years of supervisory experience of more than 200 units
• Strong knowledge of HUD, Tax Credit, BMR, and/or local affordable housing programs
• Excellent Computer Skills
• Excellent verbal/written communication skills
• Experience with recertifications, resident file compliance, and program regulations
• Experience preparing and managing budgets, financial reports, and variances

PREFERRED QUALIFICATIONS

· Four-year college degree or equivalent relevant experience

· Formal training and hands-on experience with HUD, Tax Credit, and other affordable housing programs

· CPM, NAHP or similar certification
